Most of the time you won’t be able to finish the toe hold from the knee shield, you don’t have enough control. Most of the time he will extend his leg to disable the toe hold from top position, but, he will be vulnerable to the roll. After you roll, with the help of the hooked leg from the half guard, you can control his movement and isolate the leg better, getting the submission more effectively.
You can finish the toe hold when your hands are are extended, but it requires very strong arms. I prefer to readjust myself to get in a position when I use all of my upper body muscles together, not relying only on the strength of my arms.
