I believe with the latest (2018) rule changes this is now illegal in competition if the choker pulls on the leg below the knee and extends that leg straight. Question would be to see if this can be pulled off by just a grip on the pants or hooking above the knee…
Jokes aside, in my opion it's a "figure four lapel choke". Rather intreguing use of a lapel instead of the usualarms (rnc), head and arm (arm triangle) or legs (triangle) to create the three sides utilized in those chokes.
I'm going to try it…but I would like to see video of this being caught in a bjj match. I feel this may be a lot easier to escape than the standard version.

For what's it's worth, I tried this move out for about 5 minutes at BJJ after watching this video. Couldn't get it to work properly – probably a whole bunch of factors such as: don't understand the technique properly not strong enough opponent not dead set on either staying on all fours or getting up to his feet for the ref stoppage

tried this in class today, Instructor was really impressed by the concept and the application of it..
We drill this (under armpit variation) at white belt level in Bjj here in New Zealand. Our Professor (Vanderson Pires) calls it 'bow and arrow choke'.
Judo referees seem to be as useful as an ashtray in a motorcycle.
Game changer for me! Always looking for B&A from spiral ride.
I cannot get this going at all.
