Testing for Belt Promotions | Good or Bad?

This is a topic that comes up at some point in all BJJ Discussions.
Should there be tests as part of the Belt Promotion process?

I recently saw this topic brought up again in a forum and was debated with the usual arguments.

Here, I give my opinion which hopefully goes a little more in depth into the debate.
